It is a typical Portuguese communal flag, with the coat of arms centred on a plain yellow field.

The arms are Azure over a base wavy of Argent and Vert, on a featureless sun Or five inescutcheons Azure set in cross each charged with five plates Argent set in saltire. Mural crown Argent with three visible towers (village rank) and white scroll reading in black upper case letters "ESTORIL".
Meaning:
The base wavy refers to the sea, the sun perhaps to the beaches, and the inescutcheons are a Portuguese national symbol.

Presentation of Estoril

Estoril Commune is one of the four communes of Cascais Municipality (q.v.); it had 23 769 inhabitants in 2001 and covers 8,79 km².

Estoril-Praia Futebol Clube

This one is, presumably, the flag of Estoril-Praia club, from Estoril, Cascais municipality, near Lisbon. Estoril-Praia is presently playing in Portuguese “second division of honour”, and has been several times in first division. It never played in uropean competitions, though. The flag has five stripes of equal widths of yellow and blue. It is “presumably” the flag of Estoril-Praia because I saw it in the recent Portugal-Armenia under-21 match that took place in the stadium of the club, flying next to the national flags, the UEFA flag and the respective municipal flag, and because Estoril-Praia does use these colours. So, I’m not sure if it is really Estoril-Praia’s flag, but I think there’s a very good probability that it is.
