It is a typical Portuguese communal flag, with the coat of arms centred on a plain yellow field (village rank).

The arms are Azure concrete (!) three-arch bridge Argent railed Argent and garnished Sable,issuant from a base wavy Argent charged with two barrulets wavy Azure, in chief a boat Argent garnished Sable flanked by two corn cobs Or. Mural crown Argent with three visible towers (village rank) and white scroll reading in black upper case letters "BARCO - COVILHÃ".
Meaning:
The boat is a canting element, as "barco" is Portuguese for "ship" or "boat".

Barco Commune is one of the 21 communes of Covilhã Municipality (q.v.); it had 576 inhabitants in 2001 and covers 15,18 km².
